The 12- and 24-month bars affect eligibility and determine when a current or previous J-1 exchange visitor is eligible for sponsorship in the J-1 Professor or Research Scholar category. If you have held J-1 status in the past, you may be subject to either a 12- or 24-month bar.

24-Month Bar on Repeat Participation

A 24-month bar on repeat participation in the J-1 Professor or Research Scholar categories was instituted by the US Department of State (DOS) for exchange visitors upon completion of their J-1 programs. This means that all J-1 Professors or Research Scholars (not those in the Short-term Scholar category) will be barred from participation in the same category for two years from the end date of their programs.

For example, a J-1 Professor whose J-1 program is from September 1, 2020 - August 31, 2025, will not be able to return to the US as a J-1 Professor (or Research Scholar) until September 1, 2027.

Note: this is a different rule from the two-year home residency requirement.

12-Month Bar

In addition to the 24-month bar on repeat participation, J-1 regulations prohibit participation of any exchange visitor coming for a new program in the category of Professor or Research Scholar who has been in any J status during any part of the 12-month period immediately before the start date on her/his new form DS-2019 with the following exceptions:

  • J-1 transfers. The 12 month bar is not applicable to those who will begin a program by transferring to a new program sponsor under appropriate J-1 transfer procedures;
  • Presence in J status of less than 6 months. An individual whose prior physical presence in J status was of less than six months duration is exempt from the 12-month bar.*
  • Presence in J status as a Short-Term Scholar. No time spent as a Short-Term Scholar is counted as physical presence that triggers the bar.

* If any part of an exchange visitor's presence in the United States in J status extends into the preceding 12-month period, the entire duration of the individual's prior J-1 or J-2 program is counted, and if that duration is 6 months or more, the bar applies.


The charts below provide general guidelines on whether a 12- or 24-month bar may apply to you, if any, based on your current or previous J-1 status. For specific advice or review of eligibility, contact ogs.scholars@nyu.edu.

Please note, OGS will review details of any prior participation in J-1 programs before issuing a new DS-2019 to ensure that these programs are not being used to circumvent a bar on repeat participation. In addition to formal bars on repeat participation, eligibility assessment will include review of the dates, category, and program objectives of prior J-1 programs.
