Resolution on the Restructuring of Student Government

WHEREAS, the Student Senators Council’s responsibilities have grown and become more complex with the expansion and growth of New York University, in particular with regards to the creation of policy and standards for the whole university and advocating for students in general and for particular communities;

WHEREAS, the Presidents of the School Councils and the Constituency Councils have become more prominent with the increase of our student body given the importance of student engagement and programming in a student’s lived experience on campus;

WHEREAS, the notion of the SSC being “the overarching” and thus most important part of the entire concept of student self-governance and agency does not correspond to the lived experience of student leadership;

WHEREAS, the Senators and Presidents agree that they have an equal but distinct responsibility in the service of students and the university as a collective body;

WHEREAS, Presidents did not meet and exchange information for consistency and transparency prior to the 2015-2016 academic year by themselves;

WHEREAS, the head of student government should be determined by both Senators and Presidents in order to give student government more agency through increased legitimacy;

THEREFORE BE IT RESOLVED, the Student Senators Council formally recognizes the Presidents Council as a parallel and equal body of student government, whose responsibilities primarily lie with student engagement, university programming, and student organizations;

FURTHER BE IT RESOLVED, the Student Senators Council maintains that it is primarily the SSC’s responsibility to serve as the student pipeline to the University Senate and our sister Councils within the University Senate, as detailed in our bylaws;

FURTHER BE IT RESOLVED, the University Committee on Student Life will be dissolved as a Committee of the Student Senators Council;

FURTHER BE IT RESOLVED, the University Committee on Student Life will be renamed to be the Student Government Assembly,

FURTHER BE IT RESOLVED, the Student Government Assembly will be open to all students;

FURTHER BE IT RESOLVED, the Student Government Assembly joint decisions are binding to both the Student Senator’s Council and the Presidents Council;

FURTHER BE IT RESOLVED, the frequency of assembly would be increased in relation to the University Committee on Student Life;

FURTHER BE IT RESOLVED, the Vice Chair of the University Committee on Student Life will have their role changed to be the Vice Chair of the Presidents Council;

FURTHER BE IT RESOLVED, the Chair of the Student Senators Council and University Committee on Student Life will be renamed to be the Chair of the Student Senators Council and Presidents Council and the Chair of the Student Government Assembly;

FURTHER BE IT RESOLVED, the Student Government Assembly will elect the Chair of the Student Government Assembly, the Student Senators Council will elect the Vice Chair of the Student Senators Council, the Presidents Council will elect the Vice Chair of the Presidents Council, and the Student Senators Council will elect the Global Vice Chair (New York);

FURTHER BE IT RESOLVED, the Student Activities Board and the All University Events Committee will be moved to the Student Government Assembly, in line with having been on the University Committee on Student Life;

FURTHER BE IT RESOLVED, the Graduate Affairs Committee and Undergraduate Affairs Committee will be moved to the President's Council;

FURTHER BE IT RESOLVED, the bylaws will be edited accordingly to reflect the removal of the UCSL from the SSC, the inclusion of the President's Council within the structure of student government, the change of title of the corresponding Vice Chair and the Chair, and all other changes inclusive of the creation of the Presidents Council and Student Government Assembly bylaws.
