MWLBE Plan Utilization
New York University established a set of MWLBE participation goals as it received approval of its Core Expansion project, approved through the Uniform Land Use Review Procedure ("ULURP") in July 2012. The plan NYU presented to City Council was intended as a blueprint for plan monitoring, reporting, implementation, and enforcement.
To date, NYU has hired a Senior Contract Administrator to help shape and oversee the program. An internal steering committee was established to develop best MWLBE practices and to expand the blueprint into a comprehensive Supplier Diversity Program (SDP). The steering committee is comprised of representatives from NYU's Office of Construction Management, Government and Community Affairs, Operations Technology and Support Services, and Contract Management. Contract Management has primary responsibility for program implementation and oversight.
The University's stated objective is to achieve good faith efforts of 25% MWLBE participation for Core Expansion construction work and 20% MWLBE for Core Expansion workforce participation.
As part of the Supplier Diversity Program, NYU is currently:
- Updating its vendor lists and developing a database of qualified prime and sub-contractors, and updating solicitation and contract documents to incorporate NYU's MWLBE participation commitment.
- Setting up a monitoring and reporting protocol based on employing metrics and evaluating the performance over the course of the project. Prime consultants will be required to submit monthly participation plans which will be used to track individual contracts and overall project compliance.
- Establishing an internal Compliance Team to ensure that contractors comply with NYU's stated goals; and establishing enforcement procedures whereby the University would impose administrative sanctions, including withholding requisition for payment or declaring a contract in default, should the contractor fail to comply with a provision of the MWLBE initiative.
- Undertaking continued outreach and partnership opportunities including an annual vendor conference and networking opportunities for graduates of Stern Business Schools' "Strategic Steps for Growth" program. As a direct result of our support over the past three years, 35 high-potential M/WBEs, 54% of which are women, have been able to grow and scale their businesses. Since 2013, Strategic Steps for Growth (SS4G) companies have:
- Won more than $73,000,000 in public and private contracts.
- Hired more than 148 FTEs.
- Secured nearly $5,000,000 in financing.
- Increased revenue on average by 13%.
Facets of the Supplier Diversity Program are already being implemented in NYU construction projects. The CUSP project (a $345M building renovation at 370 Jay Street in Brooklyn to house, in part, the Center for Urban Science and Progress) has a 17% MWLBE participation goal. Other projects in the construction pipeline are being targeted as well.
