Valéry Giscard d’Estaing, President of the European Convention and former President of the Republic of France, will deliver the second Annual Emile Noël Lecture at New York University School of Law. The lecture, “The State of the (European) Union: The Adoption of the European Constitution and Its Impact on the U.S./EU Relationship,” will be of particular interest given the recent overtures towards Europe by President Bush and his new Secretary of State, Condoleezza Rice.
