Updates to University Guidelines and Update to the Faculty Handbook
- The Provost issued new University Guidelines for Full-Time Continuing Contract Faculty Appointments, Grievance Procedures, and Disciplinary Regulations effective July 1. The Guidelines were expanded to include new procedures for grievances other than appointment and reappointment, and new disciplinary regulations. The new procedures incorporate the recommendations of a working group of deans, senators from the T-FSC and the C-FSC, and university administrators convened by the Provost, and the review of these recommendations by school deans and directors.
- The Faculty Handbook was updated to incorporate the new Guidelines and relevant amendments to University Bylaws approved by the Trustees in June 2016. In addition, the title page, and the"‘landing page" of the on-line Faculty Handbook were amended to reference the Principles of Shared Governance with respect to the Faculty Senators Councils’ review of the Handbook.
- The new issue of the Faculty Handbook and University Guidelines for Full-Time Continuing Contract Faculty Appointments, Grievance Procedures, and Disciplinary Regulations are effective July 1, 2016.

Review amendments to the Faculty Handbook regarding the Global Network and the Global Network Professor title
- In response to a request to review amendments to the Faculty Handbook regarding the Global Network and the Global Network Professor title, the C-FSC approved two amendments.

Twenty-One Principles regarding School Policies for Appointment, Reappointment, and Promotion for Full-Time Continuing Contract Faculty
- The C-FSC Personnel Policies and Contract Issues Committee and the C-FSC Steering Committee developed principles to guide the review of School Policies for Appointment, Reappointment, and Promotion for Full-Time Continuing Contract Faculty.
- At the March meeting, the Council endorsed these principles.

Report and Comments on Faculty Budget for 2016-17
- In preparation for this year’s budget recommendations, the Finance & Policy Planning Committee conducted a survey of all continuing full time faculty in all schools, including Abu Dhabi and Shanghai.
- Based on this survey which collected 851 responses or about 32% of all continuing faculty and close to 40% or more from most of the schools, the Committee prepared the following recommendations and submitted them to the Senate Financial Affairs Committee.

Review of Faculty Handbook, January 2016 Edition
- The Governance Committee reviewed the draft of the Faculty Handbook, dated January 4, 2016, which incorporates the amended Bylaws and includes new sections on “The Global Network” and “Faculty Appointments in More than One Unit," and found no issues with any of the marked changes.

Standing Committee on Diversity
- At the December 8, 2015 meeting, the Council approved the following resolution:
- Whereas the recent “Listening Session” at NYU attracted more than 1,000 participants and revealed what President Sexton afterwards identified as the “criticisms, pain and disappointment” voiced by NYU’s community of students, faculty, and staff from historically under-represented and disenfranchised populations and,
- Whereas there appears to be a significant gap between NYU’s stated commitment to diversity and inclusiveness and the reality experienced by under-represented populations at NYU, the C-FSC hereby resolves that:
- The C-FSC form a “Standing Committee on Diversity at NYU” to study ways in which the continuing contract faculty at NYU can best address and enhance the reality of diversity and inclusiveness at New York University.

- At the October 29, 2015 meeting, the Council approved the following resolution:
- The C-FSC wishes to thank John Sexton for his 14 years of service to NYU as President, his 14 years of service as Dean of the Law School, and his 34 years of service as an NYU faculty member. The C-FSC particularly wishes to express its gratitude to John Sexton for his long-term, strong advocacy of inclusion of continuing faculty as a necessary and vital part of University governance.

Recommendations of the C-FSC and T-FSC in regards to: Policy for the Review, Reappointment, and Promotion of Liberal Studies Full-Time Non-Tenure/Contract Faculty
- The Working Group on Personnel Policies reviewed the policy and developed joint recommendations with the T-Faculty Senators Council.
