Executing a Second Term focused on the expectations, goals and objectives of a second-term presidency. Professor Paul Light, NYU Wagner's Paulette Goddard Professor of Public Service and founding principal investigator of the Global Center for Public Service led a lively discussion that explored the objectives the Obama administration would set for a second term, and how the administration would work with a Republican-controlled House, among many other topics. NYU Washington, DC was happy to host Mr. Kenneth Duberstein and Mr. Thomas "Mack" McLarty. Mr. Duberstein is chairman and CEO of the Duberstein Group, an independent strategic planning and consulting company. He previously served as chief of staff to President Ronald Reagan in 1988 and 1989. Thomas F. "Mack" McLarty III is President of McLarty Associates, an international advisory firm based in Washington DC. Mr. McLarty previously served as chief of staff to President Bill Clinton in 1993 and 1994.
Dr. Paul C. Light is NYU Wagner's Paulette Goddard Professor of Public Service and founding principal investigator of the Global Center for Public Service. Before joining NYU, Dr. Light served as the Douglas Dillon Senior Fellow at the Brookings Institution, founding director of its Center for Public Service, and vice president and director of the Governmental Studies Program. He has served previously as director of the Public Policy Program at the Pew Charitable Trusts and associate dean and professor of public affairs at the University of Minnesota's Hubert Humphrey Institute of Public Affairs. He is the author of 25 books, including works on social entrepreneurship, the nonprofit sector, federal government reform, public service, and the baby boom.
His books include the award-winning Thickening Government and The Tides of Reform. He received the 2010 Herbert Simon award from the American Political Science Association for A Government Ill Executed: The Decline of the Federal Service and How to Reverse It. The award was for the most important book on public administration in the preceding three-to-five years. He is also a co-author of a best-selling American government textbook, Government by the People. His research interests include: bureaucracy, civil service, Congress, entitlement programs, executive branch, government reform, nonprofit effectiveness, organizational change, and the political appointment process.
Kenneth M. Duberstein is chairman and chief executive officer of The Duberstein Group, an independent strategic planning and consulting company. Mr. Duberstein previously served as chief of staff to President Ronald Reagan in 1988-89. During President Reagan's two terms in office, he also served in the White House as deputy chief of staff (1987), as well as both the assistant and the deputy assistant to the President for legislative affairs (1981-83).
Prior to joining the Reagan Administration, he was vice president and director of business-government relations of the Committee for Economic Development. He returned to the private sector between his various White House assignments as vice president of Timmons & Company Inc, a government relations firm. His earlier government service included deputy under secretary of labor during the Ford Administration and director of congressional and intergovernmental affairs at the U.S. General Services Administration.
He began his public service on Capitol Hill as an assistant to Senator Jacob K. Javits. Among the boards of directors on which Mr. Duberstein serves are: The Boeing Company, Dell, Inc., Mack-Cali Realty Corp. and The Travelers Companies, Inc. He is a trustee of Franklin & Marshall College and a Lifetime Trustee of The Kennedy Center for Performing Arts. He serves as well on a wide range of commissions, task forces, and cultural, educational and volunteer boards: Harvard University/Kennedy School's Institute of Politics Senior Advisory Committee, the boards of directors of the Council on Foreign Relations, the Brookings Institution, the Ronald Reagan Institute of Emergency Medicine, the National Alliance to End Homelessness, and The National Endowment for Democracy.
From 2003 to 2006, Mr. Duberstein was a consultant for storyline and accuracy for the Emmy award winning TV series "West Wing." He also regularly appears as a commentator on network and cable news programs including "Meet the Press," "Nightline," "This Week," "Inside Politics," "The News Hour," "Nightly News," “CBS Evening News,” CNBC’s “Squawk Box” and “The Charlie Rose Show.” He was awarded the President's Citizens Medal by President Reagan in January 1989. Mr. Duberstein graduated from Franklin and Marshall College (A.B.) and American University (M.A.). He received an honorary doctor of laws degree from Franklin and Marshall.
Mr. Thomas F. McLarty is president of McLarty Associates, an international advisory firm based in Washington DC. He is also chairman of the McLarty Companies, a fourth-generation family transportation business based in Little Rock, Arkansas, which includes a major automotive retail endeavor - RLJ-McLarty-Landers – as well as activities in Brazil, Mexico, and China. Additionally, Mr. McLarty serves as senior advisor to the law firm Covington & Burling, and is a Board member and advisor to a number of private and nonprofit organizations, including Union Pacific, the Bush-Clinton Katrina Fund, and the Council of the Americas. He is also a senior international fellow at the U.S. Chamber of Commerce and a member of the Council on Foreign Relations.
Mr. McLarty served in the White House under President Clinton in several key positions: Chief of Staff, Counselor to the President and Special Envoy for the Americas, with over five years of service in the President's Cabinet and on the National Economic Council. While serving in the White House, he was awarded the Secretary of State’s Distinguished Service Medal. Mr. McLarty also worked with President Carter as a member of the Democratic National Committee, was appointed to the National Petroleum Council and the National Council on Environmental Quality by President George H.W. Bush, and served on the St. Louis Federal Reserve Board from 1989 until joining the Clinton Administration in 1992.
Prior to his White House tenure, Mr. McLarty served as chairman of Arkla, a Fortune 500 natural gas company. The company was recognized by Forbes and Wall Street Transcript for management excellence, and by other national organizations for environmental initiatives and minority enterprise development. Mr. McLarty began his private sector career in the McLarty Companies, where he helped build the business his grandfather founded into one of the nation's largest transportation companies.
Born in Hope, Arkansas, Mr. McLarty and his wife, Donna McLarty, divide their time between Washington DC, Little Rock, and Hope. Mr. McLarty graduated cum laude from the University of Arkansas with a degree in business administration, and was awarded an honorary Doctor of Laws from the University in 2000.
