Substance Use: Responding to Changes in Policy, Research, and Services

NYU Silver School of Social Work, Division of Lifelong Learning and Professional Development, would like to thank all of the planning committee members, sponsors, presenters, and attendees for their parts in making this such a successful event.

This conference presented the most current information regarding substance use prevention, treatment and recovery policy, research, and services within the context of Health Care Reform and today's mental health and addictions treatment landscape. Convening over two days, the conference sought to clarify and demonstrate the most recent and promising Evidence-Based Practice treatment approaches. Discussions included overviews and analyses of the impact of federal, state, and local policy on treatment protocol. Presentations featured leaders representing government, private, and academic sectors as well as persons in recovery; interactive roundtables and workshops engaged participants in active learning and dialogue related to substance use, HIV/AIDS, prescription misuse/addiction, workforce planning, veterans' behavioral health, co-occurring conditions, and other issues related to treatment and recovery.

This conference provided an opportunity for participants to learn about successful integration of research into practice, and to address opportunities and challenges to substance use prevention and treatment in light of Health Care Reform.

Summary

The first day began with welcoming remarks from NYU Silver School of Social Work Dean Dr. Lynn Videka, Division of Lifelong Learning and Professional Development Director Dr. Eileen Wolkstein, and Dr. Shulamith Lala Straussner, Professor.


Dr. Lynn Videka, Dean, NYU Silver School of Social Work

Serving as the host for Day 1, Dr. Straussner introduced Michael Hogan, Commissioner, NYS Office of Mental Health, Arlene González-Sánchez, Commissioner, NYS Office for Alcoholism and Substance Abuse Services, and Adam Karpati, Executive Deputy Commissioner, NYC Department of Health and Mental Hygiene. The commissioners' presentations, under the heading "New York Perspective: Substance Use in the Context of Health Care Reform," dealt with the ways that health care reform will likely impact substance use treatment and recovery at the city and state levels.

Following this presentation was a panel titled "Health Care Reform: Threats and Opportunities." The panel was facilitated by Luke Bergmann, Director of Recovery, Bureau of Alcohol and Drug Use Prevention, Care, and Treatment, New York City Department of Health and Mental Hygiene, and featured the following panelists: Patti Juliana, Administrative Director at Beth Israel Medical Center; John Coppola, Executive Director at New York Association of Alcoholism and Substance Use Providers; Deni Carise, Senior Vice President and Chief Clinical Officer at Phoenix House; and Pat Taylor, Executive Director at Faces & Voice of Recovery Epidemiology, Services and Prevention Research at NIDA. This panel looked at the likely impact of health care reform on service providers.

Lunch on Day 1 featured a special presentation by Jack Stein, Chief of the Prevention Branch of the Office of Demand Reduction, White House Office of National Control Policy and recipient of the NYU Silver School of Social Work 2011 Alumni Award. His presentation, "The National Drug Control Strategy: A Balanced Approach to Drug Policy," focused on the White House's policy on substance use.

Following the lunch presentation was Redonna Chandler, Branch Chief for the Division of Epidemiology, Services and Prevention Research at NIDA. Her presentation, "Latest in Translation of Evidence-Based Practice: "Problems and Issues and the Role Clinicians Can Play in Science"" took a look the importance of Evidence-Based Practice in the field of substance use research and treatment.

A. Thomas McLellan, Director of the Center on Substance Abuse Solutions at the University of Pennsylvania, spoke further on the impact of health care reform in his presentation "Implications of Health Care Reform for Substance Abuse Policy, Research, and Practice."

The second panel of the day, "Research and Service Delivery in the Context of Health Care Reform", was facilitated by Frank McCorry, Consultant for Integrated Behavioral Health Solutions. The panel included Elwin Wu, Associate Professor of Social Work at Columbia University School of Social Work; Stanley Sacks, Director, CIRP, National Development and Research Institutes, Inc.; and Marc Gourevitch, Director of the Division of General Internal Medicine at NYU School of Medicine.

The day concluded with a roundtable session, "Research Policy and Practice," facilitated by NYU Silver staff members and members of the conference planning committee. Final remarks were given by Dr. Straussner.

The second day began with a welcome by Dr. Wolkstein, who turned the mic over to JoAnn Y. Sacks, Executive Director of National Development and Research Institutes, Inc., who served as the host for Day 2.

The fist presentation of the day was "Improving Health Care in New York State and Health Care Disparities," by James Knickman, President and Chief Executive Officer or the New York State Health foundation.

It was followed by a presentation from the New York City Department of Health and Mental Hygiene Bureau of Alcohol and Drug Use Prevention, Care, and Treatment. Denise Paone, Director of Research; Luke Bergmann, Director of Recovery; and Anne Siegler, Director of Harm reduction, spoke on "A Public Health Approach to Substance Use in New York City: Prevalence, Policy, and Programming."

The following panel, "Why Recovery Comes First," was lead by Michael Flaherty, Founder and Senior Consultant for IRETA. Flaherty spoke on the panel with John Rotrosen, Director MHADRP and Director of the Center of Excellence on Addiction at NYU School of Medicine; Alexandre Laudet, Director of the Center for the Study of Addiction and Recovery at National Development and Research Institutes, Inc.; and Roxanne Kibben, Director of National Clinical Programming and Quality Assurance at Phoenix House.

The morning concluded with a presentation on the Northeast Addiction Technology Transfer Center's model by Peter Luongo, Executive Director at NEATTC/IRETA, and NEATTC Director, Holly Hagle.

The presentation was called "Brining Research into Practice: Implementation Science."

Day 2's lunch presentation was provided by Caron Treatment Centers. Tara Conner, a Public Advocacy Consultant, spoke on her personal experience with substance use in a presentation called "A Sobering Journey."

The afternoon portion of the second day was allotted to interactive workshops. Attendees had a choice among the five following workshops in which to partake:
