Cesar is a travel junkie, a self-proclaimed cultural translator and a food enthusiast. He was born and raised in Caracas, Venezuela and attended high school in Miami, Florida, where he focused on renovating public spaces to create viable options for children's entertainment, speaking to youth groups to resources to at-risk youth and developed a mentorship program. He created S.I.B.L.I.N.G., a service platform that recruited high school students to help him carry out these initiatives.

While at NYU, he studied abroad in Italy and the Czech Republic, participated in volunteer work in the Dominican Republic and traveled extensively throughout Europe, Africa and Asia. As a Reynolds Scholar, he spent a summer interning for Miracle Corners of the World in Rwanda, overseeing the development of small enterprises and the construction of a community center.

Cesar is currently serving as Aide to the Chambers of Associate Justice Sonia Sotomayor at the Supreme Court of the United States. In this role, he is gaining incredible exposure to the judicial process and preparing for law school, which he hopes to attend at the conclusion of his appointment.
