Richard Bing was appointed Vice President for Public Resource Administration and Development in September, 2003.

In that role, he works with the Senior Vice President for Finance and Budget and the Senior Vice President for University Relations and Public Affairs to develop and implement financially complex funding strategies requiring coordination with administrative and school senior staff to achieve maximum reimbursement under federal, state, and local programs ranging from student assistance grant-in-aid programs and capital project grants to health care program support. Special assignments have included the successful completion of long-term negotiations with governmental agencies and private insurers to resolve university claims resulting from the tragic events of September 11th and the August, 2003 electrical blackout, and the development of university emergency operational procedures.

Since 1978, Dr. Bing has served in a variety of positions relating to the financial administration of New York University ranging from the Director of the University Budget to Vice President for Budget and Resource Planning. Bing previously served as a senior official at New York City's Office of Management and Budget.

Bing received his M.A. and Ph.D degrees from Tufts University, and his B.A. is from the University of Pennsylvania.
