Mr. Chandran is the Associate Director for Statebuilding at CIC. His previous experience includes working for the World Bank, looking at issues of governance; for a US Institute on Peace project, studying the role of non-state systems in establishing the rule-of-law; and for the United Nations in Afghanistan from 2002-2004. Mr. Chandran holds a Master of Arts in Law and Diplomacy, from the Fletcher School of Law and Diplomacy and a Bachelor of Arts from Yale University. Mr. Chandran's research interests are focused on the challenge of state-building in the modern era, looking at at questions of governance, the role of the state, and the intersection between development and politics.  In particular, his work looks at how programming in post-conflict countries can improve -- or harm -- the legitimacy and effectiveness of an emergent state. He also works frequently on issues of strategic planning in response to fragility.

Mr. Chandran frequently works with governments, United Nations peacekeeping missions, the UNDP, the World Bank and bilateral and multilateral development actors on issues related to fragility.  His most recent work in states experiencing fragility includes:

  • The Democratic Republic of the Congo (SSR, Stability operations, Strategic planning)
  • Afghanistan (SSR, Decentralization, Development, Service delivery in insecure areas)
  • Ethiopia (Governance)
  • Indonesia (Governance, Decentralization, Political economy in Aceh) 

Current policy work with governments and organizations includes Australia, Denmark. Sweden, Norway, United Kingdom, United States, the Organization for Economic Cooperation and Development, the United Nations Development Programme, the Department for PeaceKeeping Operations and the African Development Bank.
