NIH has revised the PHS 2590 application kit (11/07) for the Non-Competing
Continuation Progress Report. It must be used for receipt
dates of March 1, 2008 and thereafter. The online versions of the forms are
available through the links provided below. Additional information and guidance
is available from the Office of Sponsored Programs (OSP) Projects Officers.
The PHS 2590 and these instructions apply to the following grant mechanisms:
RO1, RO3, R13, R15, R18, R21, R24, R25, R37, R42, R44, all K series, as well as
the T32 (institutional training) grant. Program or grants management staff
may require additional information, in which case they will notify the
Principal Investigator and/or OSP. Specific instructions for the last two award
types are included in the full kit.
We strongly recommend that investigators familiarize themselves with the
complete instructions, forms, and policies contained in the PHS 2590 kit.

Deadlines
Grant Progress Reports must be submitted two months before the beginning
date of the next budget period. Unless advised otherwise in the notice of grant
award (NGA), non-competing continuations are submitted using the Streamlined
Noncompeting Award Process (SNAP).
Required Forms
Links are provided below to all required forms and formats in Rich Text
Format (rtf). These files can be opened in any version Microsoft Word 95, 97,
2000 or XP. The face page has been specifically tailored for NYU
submission. Computer-generated facsimiles of all other forms/formats
may be substituted; however, they must maintain the exact wording and format,
and (in the case of forms) include all captions and spacing.
Proposal Mechanics
Deviations from font size specifications and page limitations will be
grounds for PHS to reject and return the entire application without peer
review. NIH now specifies the use of Ariel, Helvetica, Palatino
Linotype, or Georgia typeface and a font size of 11 points or larger.
No other font types/sizes will be accepted.
- Aside from those forms which have been preset with a
smaller font, type size must meet the above specifications that allow no
more than 15 characters per linear inch and no more than six lines per
vertical inch.
- Margins should be at least a half-inch on all four sides.
Sections of the Proposal:
Face Page (form page 1)
Complete all required information.
Budget (form page 2)
- While a separate budget is not required by NIH unless
there is a significant change, as discussed below, an updated budget (on
form page 2) is required for University approval.
- In keeping with NIH instructions, non-competing budgets
should request salary at rates of pay that DO NOT exceed the current
legislatively imposed limit ($191,300 per year).
- Levels of effort should be calculated by person months
(calendar, academic and summer).
- Do not number this page.
Biographical Sketch (form page 4)
- This is a standard format required only for new
senior/key personnel (four-page limit per person) that now requests a list of
selected or ongoing (during the last three years) research projects.
- This form should also be completed for all new
“Other Significant Contributors.”
Progress Report Summary (form page 5)
- The progress report itself (exclusive of responses to the
questions below) is limited to two pages excluding tables
and/or figures that summarize key accomplishments, a list of publications,
and the Inclusion
Enrollment Report (if research involves the use of human
subjects).
- You must insert answers to the following
three questions at the beginning of the Progress Report Summary. Use blank
pages to begin the Progress Report if inadequate space remains on form
page 5.
- Has there been a change in Other Support
of senior/key personnel since the last reporting period?
- Change refers to active support only
(termination of a previously active grant, funding of a previously
pending proposal).
- If yes, you are required to submit complete
Other Support information (in the format shown on Form Page GG in the
PHS 398 kit) only for the PI and key individuals.
- If no, so state.
- Will there be a significant change in level of
effort for personnel named in the Notice of Grant Award (NGA)
from what was approved for this project?
- Normally this applies only to the PI.
- A significant change in level of effort is defined as a
25% reduction in an individual's percentage of time
originally committed to the project. This requirement applies regardless
of whether or not the person is compensated from the grant. For example,
if a key person on the project is expected to reduce his/her effort from
40% to 30%, this represents a 25% reduction in level of effort.
- If yes, explain.
- If no, so state.
- Is it anticipated that an estimated unobligated balance
(including prior-year carryover) will be greater than 25% of the current
year's total budget?
- Any estimated unobligated balance
(including prior-year carryover) that is greater than 25% of the current
year's total budget must be explained here. The explanation should
include the reason for the significant balance and detail how it will be
spent if carried forward into the next budget period.
- If none, so state.
- Progress Report. Discuss:
- Specific Aims. The aims, as actually
funded, may differ in scope from those stated in the original,
competing application. If they have not been modified, state this. If
they have been modified, give the revised aims and the reason for the
modification.
- Studies and Results. Describe these as
they relate to the specific aims during the current budget year. If
applicable, include a separate section(s) describing the results obtained
by individuals supported on this grant through supplements.
- Supplements. If applicable, include a
separate section(s) describing the results obtained by individuals
supported on this grant through various supplements.
- Significance. Include a statement on the
significance of findings to the scientific field and their potential
impact on health.
- Plans. Summarize plans for the next
year, including any important modifications to the original plans. Check
“no change” on the summary page if the protocols are the same as the
previous submission. Check “change” if the research involves the use of
human subjects and/or vertebrate animals and the protocols are different.
- Publications. For each publication not
previously submitted to the awarding component, provide a link to a publicly
available on-line journal or the NIH PubMed Central (PMC) submission
identification number. One copy of the publication may
be provided if an on-line link or PMC number is not yet available. List
the complete citation of all publications resulting directly from the
grant and not previously reported (not included in the 2-page limit).
Submit only one copy of each publication to the awarding
component. Applicants may ONLY include manuscripts that have been
submitted or accepted for publication. If none, so state.
- Project-Generated Resources. If the
research supported by this grant resulted in data, research materials
(e.g., cell lines, DNA probes, animal models), protocols, software, or
other information, e.g., inventions, available to be shared with other
investigators, describe the resource and how it may be accessed.
Checklist (form page 6)
- Complete.
- Do not number this page.
Personnel Report (form page 7)
- List all key personnel, who participated
in the project during the current budget period. These are individuals who
are named as senior/key personnel in the Notice of Grant Award (NGA).
- Do not include “Other Significant Contributors” unless
their involvement has changed so that they now meet the definition of senior/key personnel.
- Use only the last four digits of any social security
numbers.
Submission Procedures
Preparation for submission.
- Secure the application (only the signed original must be
submitted) with rubber bands or paper clips only. DO NOT STAPLE
COPIES.
- To ensure timely institutional review, PIs should submit
completed application to OSP at least 10 working days in advance of
the PHS deadline. Although OSP uses a courier service for the
delivery of proposals, we cannot guarantee overnight delivery where this
is required.
Proposal Routing
- Deliver one copy of the application, along with the OSP
Synopsis form, signed by PI and Department Chair, to Dean's Office. OSP
cannot submit a proposal without dean's approval.
- Deliver the original plus one agency copy to OSP. Include
a copy of the synopsis form.
- The Authorizing Official at OSP reviews and signs proposal
after receiving Dean’s approval, then transmits the application to PHS.
- The application package is sent to the Division of
Extramural Activities Support, OER, National Institutes of Health, 6705
Rockledge Drive, Room 2207, MSC 7987, Bethesda, MD 20892-7987 (US Mail) or
Bethesda, MD 20817 (for courier delivery).
