A valid driver's license is required to operate an automobile anywhere in the United States.

New York State honors all valid foreign licenses. According to the New York State Department of Motor Vehicles "A valid driver license from another country is also valid in New York State. You do not need to apply for a New York State driver license unless you become a resident of New York State." According to the guidance on residency for New York State, students from other states or nations who attend school in New York State are not normally considered New York State residents.

If living in New Jersey, an individual is advised to carry an International Driving Permit along with the valid foreign driver license. International students and their families may apply for a New Jersey driver's license.

With the increase in requirements for public security, the Department of Motor Vehicles (DMV) frequently updates the list of acceptable proofs of identity and date of birth. Be sure to check the website of the New Jersey or New York DMV prior to making an application for a driver's license. You must provide your Social Security Card or a letter from the U.S. Social Security Administration stating that you are not eligible for a Social Security Number. In addition, you must provide your I-94 card and I-20 or DS-2019 showing that you have authorization to be in the U.S. for at least six months into the future. There are several steps involved in securing a driver's license, including a written test, classroom training, and a road test.

Call (212) 645-5550 to find the nearest location of where you can obtain the manual needed for preparation for the written test and a list of documents required to establish identity and date of birth. You can also obtain certain applications in the DMV website.

The New Jersey Motor Vehicle Commission can be reached at 1-888-486-3339 from within New Jersey, and at 1-609-292-6500 from out-of-state. Information regarding hours of operation, service center locations, and documents and procedures required for issuance of a driver's license can be obtained in their website.

Non-Driver Photo ID
The Department of Motor Vehicles (DMV) can issue non-driver photo identification cards. Many students find this is a convenient form of ID. You must provide acceptable proof of identity and date of birth. In New York and New Jersey, this includes a Social Security Card or a letter from the Social Security Administration that you are not eligible for a number. Consult the DMV website in your state of residence for the list of acceptable documents.
