Any school, center, or academic department that wishes to extend an invitation to a government official (whether to honor with an award, request that they deliver a speech, or participate in a panel) must first receive clearance from the Office of Government and Community Affairs. This is meant to ensure:
- Compliance with federal tax law that governs nonprofit organizations;
- That there are no conflicting invitations or overtures; and
- That such activities - which will be a matter of public record - are logged by the University.
Example:
Q: My office would like to invite a member of Congress to the University to speak? Can we pay for his meals and lodging?
A: Only if the trip is related to the congress members official duties and responsibilities. Pre-certification from the House or Senate Ethics Committee may be required and must be reviewed on a case-by-case basis by OGCA.
