New York City Conflicts of Interest Board
Seeks College Intern for 2007 Fall Semester. The Board is a small City agency and, as such, is able to work closely with interns. The hours are flexible and can be adapted to the student’s needs.
Established in 1990 as the successor to the old Board of Ethics (which itself was founded in 1959 as perhaps the first ethics board in the country), the Conflicts of Interest Board is a relatively new City agency with a long history. It is responsible for administering the City’s ethics laws for over 300,000 City employees, including the Department of Education. The Conflicts Board performs five Charter-mandated functions: (1) educating City employees on the content of the conflicts of interest (ethics) laws; (2) providing oral and written guidance to City employees on the ethics laws; (3) litigating enforcement actions against City employees who violate the ethics laws; (4) collecting and reviewing over 7,000 financial disclosure reports and litigating enforcement actions against employees who fail to file their reports; and (5) proposing amendments to the ethics and financial disclosure laws and promulgating Board rules. Ten of the Board’s twenty staff are attorneys.
Working under the supervision of the Board’s legal staff, the college intern may perform the following tasks, among others
•Review complaints of unethical conduct by City employees;
•Assist the Board’s enforcement attorneys in preparing and prosecuting actions before the City’s Office of Administrative Trials and Hearings;
•Attend monthly Board meetings and meetings with other City officials; and
•Assist in the Board’s training and education programs. Review complaints of unethical conduct by City employees;

Prerequisite: The Board seeks a sophomore or junior with a minimum GPA of 3.0 who will be available to work approximately 12-15 hours per week for the 2007 fall semester. This is an unpaid position. The Board encourages students who can receive course credit to apply.

The NYC Council Investigation Division offers students interested in policy and politics an opportunity to participate in all facets of investigations, including carrying out investigative fieldwork and surveys, conducting research into policy and legislation, and drafting issue briefs and memoranda.
