Recruitment/Posting Waivers

To attract the most qualified and diverse set of applicants for a particular job opening, NYU’s policy is to recruit affirmatively for the opening by posting it both internally and externally through MATCH.

It may be appropriate to request a waiver of the policy to post a job opening BOTH internally and externally if:

  • There is an employee in the unit who is "next in line" for the job. This employee’s duties and experience in the current job make him/her uniquely qualified to move up into the vacancy which is, in effect, the next step in the job ladder. An example of this would be an assistant director being promoted into the vacancy for an associate director.

    Note: In most cases, such "next in line" promotions will be approved by the Talent Management Office. However, the promotion of this employee will leave his/her job vacant and thus there is another recruitment opportunity. The Talent Management Office will expect the unit to commit to an affirmative outreach in filling this other vacancy, particularly if there is an underutilization of women or minorities in the unit.

  • A reorganization of the work results in a higher level job being created, but there is no intention to add to total staff in the department and thus no need for recruitment; i.e., one of the current employees will fill the higher level job, but there will be no resulting vacancy when the internal person moves up.

It may be appropriate to request a waiver of the external recruitment and only recruit internally if:

  • A sufficiently diverse pool of potentially qualified candidates exists within the unit or University fulfilling the need to cast a wide net that includes underrepresented groups.

Approval of waiver requests:

  • All requests to waive internal postings and/or external recruitment must be approved by the Director of Talent Management and, in the case of positions that are grade 15 or above, by the University’s EEO office as well.
  • A waiver request can be written in the Job Requisition. The unit is advised to call the Talent Management Office before submitting the written request so that it may help the unit formulate that request.
  • The Compensation Office must also approve the hiring salary if it is outside the established compensation guidelines.
