FIRE SAFETY SYSTEMS TESTS & INSPECTIONS
BASIC GUIDELINES

Tests/Inspections to be Performed Daily

  • Test all interior fire alarm systems to determine that they are in proper working order.


  • Class "E" Systems

  • Visually inspect the fire command station to determine that it is on line and trouble signals are investigated.


  • Activate lamp test switch/button.

Tests/Inspections to be Performed Weekly

  • Check all pressure and gravity tanks for water level and temperature, air pressure, and the presence of leaks.


  • During winter months, check for proper operation of the heating mechanism.


  • Check all dry-pipe sprinkler systems for proper air pressure and the presence of water (that may have condensed from air in the system) above the valve.


  • During winter months, empty system low point drains.

Tests/Inspections to be Performed Monthly

  • Test all interior fire alarm sending stations to determine if they are working properly.


  • Visually inspect all interior fire alarm systems to determine that all components of the system are in proper working order and ready for immediate use.


  • Visually inspect all automatic sprinkler and standpipe systems to see that all components of the system are in proper working order, and that the fire department connection(s), if any, are ready for immediate use by the fire department.


  • Visually inspect all special extinguishing systems (carbon dioxide, halon, etc.) to see that all components are in proper working order and ready for immediate use.


  • Test all automatic sprinkler system waterflow alarms. For wet systems, use inspectors test connection; for dry pipe systems, use main drain. If alarm is transmitted to central station, notify before and after testing to verify receipt of signal.


  • Operate fire pumps in a manner which will subject the standpipe system to a hydrostatic pressure of at least fifty pounds per square inch (psi) at the top story hose outlet. Fire pumps should be started automatically by an induced pressure drop, and run for a minimum of 5 minutes to ensure that all components are in proper working order.


  • Check fire doors to ensure that nothing prevents full closure and that the fusible link releasing mechanism is in proper working order. Replace damaged or painted fusible links.

  • Class "E" Systems

  • Transmit an alarm to verify transmission to central station alarm company.


  • Conduct Phase I and Phase II tests of all elevators equipped with firemens service operation per High Rise Unit Fire Bulletin V.

  • Tests/inspections to be performed At Semi-Annual Intervals
    Class "E" Systems

  • Activate each manual fire alarm system pull station.


  • Verify audibility and clarity of public address system on each floor.


  • Verify audibility of alarm signal on each floor and operation of strobe lights.


  • Communicate to and from the fire command station from each floor warden telephone.


  • Verify that all alarm system "Fail-safe" doors release.

Tests/Inspections to be Performed At Five Year Intervals

  • Subject all fire department connections for every automatic sprinkler and standpipe system to a hydrostatic pressure test.


  • Subject every standpipe system to a flow and pressure test to demonstrate its suitability for fire department use.


  • FIRE DRILLS Academic Building Fire Drill Requirements -

  • Conduct three drills per year, one of which must be held - - between September 1st and December 1st.


  • If the academic building houses a summer session, one of the two remaining drills must be conducted during the first week of the summer session.


  • If the academic building has a fire escape, at least one of the three drills must be through the use of the fire escape.


  • Office Building (Class "E") Fire Drill Requirements -

  • Conduct drills at least once every six months.
  • A written record of these drills shall be kept on the premises for a three year period and be readily available for inspection by the fire department.



  • RECORD KEEPING
  • A complete record of all tests, fire drills, and operation of interior fire alarm systems shall be kept for examination by the fire department and/or insurance company loss control inspectors.


  • CERTIFICATES OF FITNESS
    As required by the NYC Fire Department, a person holding a Certificate of Fitness, for each of the appropriate systems, shall be responsible for the supervision and maintenance of all required fire alarm and/or activating systems, automatic sprinkler systems, standpipe systems, and fire pumps.

    NOTIFICATION
  • Environmental Services, the Code Compliance Manager and Building Manager MUST be notified in advance of any scheduled impairment to any fire protection system (i.e., automatic sprinkler, standpipe, fire pump, etc.) and immediately of any unscheduled impairment or emergency situation.

  • Environmental Services will then notify the fire department and/or our insurance carrier as required.


  • Environmental Services should be provided advance notice of all scheduled.
