David R. Bean

David R. Bean joined the GASB staff in 1990 as its first full-time Director of Research and Technical Activities. Previous to working at the GASB, he was with Ernst & Young. Mr. Bean also was the Director of the Technical Services Center of the Government Finance Officers Association and worked for the State Comptroller's Office in Illinois . He holds a B.S. degree from Illinois State University and is a CPA.

Cynthia B. Green

Cynthia B. Green joined the GASB on July 1, 1997 . She was formerly Vice President for State Studies with the Citizens Budget Commission, a watchdog organization devoted to influencing constructive change in the governments of New York City and New York State . She is a member of the Dean's College of Human Ecology Advisory Council at Cornell University and previously served on the GASAC. Ms. Green holds a bachelor's degree from Cornell University , a master's degree from New School University , and a doctorate from New York University . |

Michele Mark Levine
Director of Accounting Services
New York City Office of Management and Budget
Michele Mark Levine is the Director of Accounting Services of the New York City Office of Management and Budget. In that role, she advises Administration officials on governmental generally accepted accounting principles (GAAP), serves as a coordinator of the City's independent financial statement audit and Federal funds Single Audit, provides staff support for the New York City Audit Committee, and acts as liaison to the Office of the City Comptroller on accounting matters. Ms. Levine also oversees cost accounting functions and serves as Assistant Comptroller of several City-related financing authorities and corporations.
Ms. Levine currently serves as Chair of the Government Finance Officers Association's Committee on Accounting, Auditing and Financial Reporting (CAAFR). She is also a member and past Chair of the Government Accounting and Auditing Committee of the New York State Society of CPAs, and serves on the editorial board of the CPA Journal. Previously, Ms. Levine served on the American Institute of Certified Public Accountants' State and Local Government Expert Panel. Ms. Levine is a graduate of the State University of New York at Binghamton and holds an MPA degree from the Maxwell School of Citizenship and Public Administration at Syracuse University.

Martin Ives

Martin Ives is currently an Adjunct Professor of Public Administration at NYU Wagner, where he teaches financial accounting and advanced public finance. Professor Ives served as the First Deputy Comptroller of New York City (1976-1983) and Deputy Comptroller of New York State (1963-1976). He has been a member of the Federal Accounting Standards Advisory Board and the Vice Chairman and Director of Research for the Governmental Accounting Standards Board. He was recently awarded the S. Kenneth Howard Award by the Association for Budgeting and Financial Management. In 1997 he was named NYU Wagner's Adjunct of the Year. He has a B.B.A. and an M.B.A. from Baruch College of the City University of New York. |
