Jo Ivey Boufford, M.D.
Jo Ivey Boufford, M.D., is Professor of Public Service, Health Policy and Management at the Wagner School, and Clinical Professor of Pediatrics at New York University Medical School. She served as Dean of the Wagner School from June 1, 1997–November 1, 2002. Prior to coming to Wagner, Dr. Boufford served as Principal Deputy Assistant Secretary for Health in the U.S. Department of Health and Human Services from November 1993 to January 1997, and as Acting Assistant Secretary from January 1997 to May 1997. While at HHS, she also served as the U.S. representative on the Executive Board of the World Health Organization (WHO). From May 1991 to September 1993, Dr. Boufford served as Director of the King's Fund College, London England. Dr. Boufford served as President of the New York City Health and Hospitals Corporation (HHC), the largest municipal hospital system in the United States, from December 1985 until October 1989. She serves on the Boards of the New York Academy of Medicine, the United Hospital Fund, the Primary Care Development Corporation, the Institute for Healthcare Improvement (IHI), the Center for Health Care Strategies. She was elected to membership in the Institute of Medicine (IOM) in 1992 and serves on its Executive Council and Board on Global Health. She was appointed Foreign Secretary for the IOM in July, 2006. She was elected to membership in the National Academy of Public Administration in 2005. She received an Honorary Doctorate of Science degree from the State University of New York, Brooklyn, NY in May 1992. She received her B.A. (Psychology) magna cum laude from the University of Michigan, and her M.D., with distinction, from the University of Michigan Medical School. She is Board Certified in pediatrics.
  Professor Dall W. Forsythe
Dall W. Forsythe teaches governmental and nonprofit financial management. His current research interests center on the finances of New York City and New York State.

Forsythe has extensive management experience in the governmental, private and not-for-profit sectors. In government, he served as budget director for the State of New York and for the New York City Board of Education. In the private sector, he worked as a managing director in Lehman Brother's public finance department. In the nonprofit sector, Forsythe served as chief administrative officer of the Episcopal Diocese of New York for four years.

Before joining the faculty of the Wagner School, Forsythe held faculty positions at Columbia University; the Kennedy School at Harvard; the School of Public Affairs at Baruch College (CUNY); and SUNY's University of Albany. He also spent three years as a senior fellow at the Rockefeller Institute of Government in Albany.

Forsythe received his bachelor's degree and Ph.D. from Columbia University. He is author of two books, including Memos to the Governor: An Introduction to State Budgeting (Georgetown University Press, 2004), as well as several papers and articles. He has also edited Quicker, Better, Cheaper? Performance Management in American Government (Rockefeller Institute Press, 2001). In 1998, he received the S. Kenneth Howard Award, a career achievement award from the Association for Budgeting and Financial Management (ABFM).

Forsythe serves on a number of nonprofit boards, as well as the board of the Municipal Assistance Corporation and the advisory board for the New York City Independent Budget Office. In 2004 and 2005, he served as a member and vice-chair of the Charter Revision Commission of the City of New York.
Lawrence Handelsman
Lawrence Handelsman is co-chair of Stroock, Stroock, and Lavan's Financial Restructuring Practice. Mr. Handelsman is, or has been, lead counsel to creditors' committees in many of the largest and most complex Chapter 11 cases, including Acme Metals, AEI Resources, Barney's Inc., Bayou Steel, Best Products, Federated Department Stores, Gulf States Steel, Laclede Steel, The LTV Corporation, Metallurg, Orion Pictures, Pathnet, Inc., Republic Technologies, WestPoint Stevens and Wheeling-Pittsburgh Steel. He is, or has been, lead counsel to AMF Bowling, Inc., The Brooklyn Medical Center, Coleco Industries, Continental Energy Associates, Energy Management Corporation, JWP, New York United Hospital Medical Center; Recoton Corp. and Skyland International (Buster Brown apparel), among others, as debtors in their Chapter 11 cases. In addition, he often represents those who have made investments in or acquired assets from troubled companies, both outside and within Chapter 11 proceedings, including Delta Air Lines in its acquisitions of major assets of Eastern Air Lines and Pan American World Airways, and Midcoast Industries in its acquisition of Georgetown Steel Corp.
 

Professor Robert Jacobs
Robert Jacobs has been teaching in NYU Wagner's Capstone program in Health Services Management and Finance since the spring of 1993. At the same time he has been President of Health Resources Optimization, Inc, a healthcare financial services firm of which he was a founder. Prior to his position at Health ROI, Bob was a Partner at Ernst & Young. He earned his B.A. at Queens College and his M.A. at the New School for Social Research.

 
Lora Lefebvre
Lora Lefebvre has been the Managing Director of Portfolio Management since 2003. She supervises and directs the monitoring of the financial and operating condition of health care, higher education and other non-profit clients for whom the Authority has provided financing. In addition to monitoring compliance by these clients with the requirements of their financing documents, she also directs the Authority's response to loan or covenant violations and implements financial work-out plans. Prior to her appointment as Managing Director, Ms. Lefebvre was Director of Portfolio Management at the Authority. She previously spent nine years at the State Division of the Budget in roles examining the State University of New York and school aid budgets, as well as public authority oversight. She also worked two years at the Department of Taxation and Finance. She holds a bachelor's degree from Alfred University and a master's degree in public administration from SUNY Albany.

Jeffrey M. Pohl, Esq.
Jeffrey M. Pohl has served as General Counsel to the Dormitory Authority of the State of New York since November of 1996. Mr. Pohl is responsible for all legal services relating to the Authority's operations, including financings, legislation, litigation, construction, contract matters and asset management. He is a member of the New York State Bar. Mr. Pohl had previously served in the public finance group of a New York law firm and also served in various capacities in State government, including the Office of the State Comptroller and the New York State Senate. He holds a Bachelor's Degree from Franklin and Marshall College and a Juris doctor degree from Albany Law School of Union University.

 

Oliver H. (Buck) Steed
Oliver H. (Buck) Steed is currently the Chief Financial Officer of Victory Memorial Hospital and Skilled Nurse Facility, a $110 million 250-bed acute care hospital, 150-bed skilled nursing center, and 400-patient home care service in Brooklyn. As CFO, Mr. Steed facilitated the hospital's partnership with Maimonides Medical Center in 2005 and spearheaded the financial turnaround of the hospital in 1999 after two years of substantial losses. Prior to his position at Victory Memorial, Mr. Steed served as the Vice President, CFO of occupational health services provider Executive Health Group, Inc., and as an Audit Manger at the international audit, tax, and consulting firm of Coopers & Lybrand. Mr. Steed received his Bachelor's in Business and Accounting from Eastern Michigan University and is a Certified Public Accountant in Michigan and New York.
