    Directed staff of approximately 100 full and part-time professional, clerical, and student employees administering approximately $400 million in university, state, and federal financial aid programs. Listed by The New York Times (September 27, 1990) as the most expensive college in the U.S., NYU is also the country's largest private not-for-profit university with over 50,000 students.     Consultant to various higher education and government organizations and officials, including previous Senior Advisor to Secretary, U.S. Department of Education; Dr. Brian Fitzgerald, staff director national Advisory Committee on Student Financial Assistance; staff director National Commission on Responsibilities for Financing Postsecondary Education; Greg Woods, Chief Operating Officer, U.S. Department of Education for his Modernization Blueprint. Former National Chairman of Project EASI, a collaborative effort to reengineer the country's higher education finance delivery system.

Illinois State Scholarship Commission — 1981 to 1989

    Chief Operating Officer (1983 to 1989)
    Deputy Executive Director, C.O.O., of 500 person organization in three cities with annual operating budget of $23 million, administering 14 student financial aid programs, including scholarships, grants, loan guarantees, and secondary market services, totaling approximately $650 million per year.

    Managed operations of division administering 10 student aid programs totaling $120 million.

College Financial Assistance Corporation — 1984 to 1990

    Chairman and Chief Executive Officer
    Designed and implemented Student Financial Assistance Service for Sears Consumer Financial Corporation. Provided ongoing developmental, operational, marketing and evaluation services related to Sears national participation in student loan programs.

American College Testing Program, Inc. — 1972 to 1981

    Basic Educational Opportunity Grants (BEOG) Department (1977 to 1981)

    Managed ACT's largest department (200 to 350 staff members seasonally) with an annual operating budget of approximately $13 million (40% of ACT's annual gross income), providing services to nearly 5,000,000 students and families, 7500 colleges and universities, 50 state scholarship agencies, and to the federal government.

    Managed development and implementation of all major systems in student financial aid administration, particularly ACT's Student Need Analysis Service, providing services to approximately 850,000 students/families, 3500 colleges and universities, many state scholarship agencies, several private foundations and special programs, and to the federal government.

    Monitored student financial aid customer services in ACT's marketing division, functioning as program specialist/trainer for ACT's field staff throughout the country.

H & R Block, Inc. — 1976 to 1977

    Independent Consultant
    Proposed and implemented a market research project for Henry Block, involving the design and market evaluation of a student financial aid application preparation service. Wrote a several hundred page manual which was used to train H & R Block employees in the preparation of all student financial aid forms brought to their offices.
