The head of the bi-partisan congressional committee investigating the response to Hurricanes Katrina and Rita welcomed CCPR senior fellow Dr. Paul C. Light to Capitol Hill on Friday for a press conference highlighting Dr. Light’s report on post-Katrina citizen preparedness.

At the conference Rep. Thomas Davis (R-VA) discussed the “Katrina Effect” report with Dr. Light and what the government can do to improve its response to and prepare its citizens better for the next major catastrophe. The conference was coordinated by the Center for Catastrophe Preparedness and Response and the office of Rep. Davis.

Congressman Davis said: "Hurricane Katrina proved once again that we need to move from a bureaucratic model of government to an entrepreneurial one. Given the performance of government at all levels in responding to the hurricane, it is no surprise that Americans have lost confidence in government. The question is, what are we going to do about it? This report suggests some worthwhile answers."

Dr. Light is founding director of the Organizational and Community Preparedness Project, and author of The Four Pillars of High Performance: How Robust Organizations Achieve Extraordinary Results (McGraw-Hill, 2005).
