Panelists Paul Light, Mitchell Moss and Claire B. Rubin discuss how the Stafford Act has functioned in the aftermaths of September 11th, Hurricane Katrina, the California wildfires, and other domestic disasters the federal government has responded to since the establishment of the U.S. Department of Homeland Security. The dialogue is moderated by Gerard Hoetmer. An introduction is offered by Donny Williams of the Senate Subcommitte on Disaster Recovery, and the keynote address is by James Lee Witt, CEO of James Lee Witt Associates, a part of GlobalOptions Group, and director of the Federal Emergency Management Agency (FEMA) during the Clinton Administration.
