Teacher Certification

New Programs to Prepare Candidates for State Teacher, Educational Leader, or Pupil Personnel Services Certification

Submission of Applications

1. Create a single Word document that includes the following completed form: 

- Appropriate application form (see options under "Application Materials" in the information below)

- Supplement(s) to the application (as required) as Word documents

2. Create a separate PDF document for any required syllabi or CVs

3. Send the Word and PDF documents by email to the Office of Academic Program Review. 


Types of Teacher/Educational Leader/ Pupil Personnel Services Program Proposals 

A. Teacher certification program: 

* Preparing candidates for Initial certification

* Preparing candidates for Initial/Professional certification

*Please note: this does not include Transitional B or C programs.

B. Teacher certification program -- Professional or Transitional:

* Preparing candidates for Transitional C (alternative) certification

D. Pupil personnel services (PPS) program:

Distance Education

Colleges and universities located in or operating in New York State that offer degree or certificate programs in which a major portion (i.e., 50 percent or more) of the requirements can be completed through study delivered by distance education must have those programs registered in the distance education forma.

External Review Report

An external review report of the proposed program is required if the program leads to an area of certification that is new for the institution; or if the program's subject matter represents a new or emerging field; or if the external review is requested by the State Education Department.  It is expected that the proposed external reviewer is a recognized expert in the field of the proposed program, as demonstrated by appropriate educational credentials, professional experience and academic teaching and or administrative experience in similar programs.  The proposed reviewer must not have a conflict of interest or the appearance of a conflict of interest with the institution or program under review.

The external review form should be submitted with the program proposal to the Office of Academic Program Review along with:

  1. a response to the evaluation, including how the proposal was modified in response to the reviewer's comments.

  2. a brief rationale for the selection of the external reviewer.

  3.  the external reviewer's resume/cv.

  4. a conflict of interest statement signed by the external reviewer.
