Carbon Capture and Storage: Setting Rules of the Road – Global Legal Symposium at NYU School of Law – March 15-16

In light of the pressing international debate concerning policy and regulation to tackle climate change, Carbon Capture and Storage (CCS) is increasingly viewed as one of the more promising options for the mitigation of greenhouse gas emissions and as a bridging technology to less carbon-intensive power generation. The Global Legal Symposium on Carbon Capture and Storage provides a unique opportunity for many of the world’s leading CCS regulatory and policy experts to consider the scope and focus of the laws and regulations which will govern CCS. The event has been organized by University College London’s Carbon Capture Legal Programme, in conjunction with the NYU School of Law Guarini Center on Environmental and Land Use Law and the Global CCS Institute of Canberra, Australia.

 

The event aims to identify significant trends, regulatory success stories, and key legal gaps and obstacles that still need to be addressed to ensure effective CCS deployment. The Symposium will provide the opportunity for comparative analysis of current and emerging CCS regulatory regimes, with particular emphasis upon regional and national trends and the first-wave of regimes being developed in the United States, Europe and Australia.

The Symposium is particularly timely in the light of work being undertaken by the International Energy Agency (IEA) to develop a Model CCS Framework Regulation. The Regulation, which is being developed with the support of the UCL Carbon Capture Legal Programme, will be published in April 2010, and it is hoped that the event will provide a significant opportunity for participants to discuss and provide input to this important IEA initiative.
